Regular Meeting of the Scioto Township Trustees; Thursday January 18th, 2024 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Jahn, Fannin, Wolfe.

Jahn led the Pledge of Allegiance.

Fannin moved to approve the minutes from the January 4th Regular Meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting $200,153.05. Receipts since the last meeting $661,752.79.

Fannin moved to pay the bills. Jahn seconded the motion. Vote; all Yes. Motion Carries.

OPEN SESSION- Laura S. spoke to the board about her candidacy for Pickaway Co. Recorder.

Patty Hamilton spoke to the board about her candidacy for State Representative.

Dave Horning spoke to the board about the Pickaway Co. Library, he told the Trustees that the library board meets the 2nd Thursday of each month @ 5:00 P.M.

DEPARTMENT UPDATES; Fire-Chief Cline reported that Engine 401 was back in service. He said that Ashlyn Johnson resigned from her position as every 6th day to contingent fill in part time. Cline asked the board to hire Alex Hammond as every 6th day part time firefighter. Resolution 24-024; Fannin moved to hire Alex Hammond every 6th day part time. Jahn seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Cline told the board that Officer Interviews for the open full-time position will conclude tomorrow. Cline will be meeting with another company for the EMS Billing. The final items have been removed from 25 Harsh Alley. Cline said that the department did not receive the grant from Firehouse Subs for new bulletproof vests. Cline asked the Trustees to declare the old cardiac Monitors surplus since they are obsolete, none of the Trustees objected to this.

Cline also presented the Mutual Aide contract to the Trustees for their review.

Zoning-Zoning Inspector Schulz reported that the Zoning Commission denied the zoning change for the Graham Rd. Ravines subdivision, the Trustees will hear the application at the Feb. 8th Regular Meeting. Schulz also reported that the Dunham lot splits on Gibson Rd. were approved by the Zoning Commission and will also be heard by the Trustees at the Feb. 8th meeting.

Schulz told the board that he has received 1 new application since the last meeting. The nuisance properties in the former village are in the prosecutor’s office.

Roads- Road Supervisor Murphy reported that he and Hudson have been clearing snow and ice, repairing potholes, and cleaning up wind damage. In the shop they have been repairing equipment, cleaning the shop, and going after parts.

Fannin said that he has been talking to Murphy about the township purchase of a new backhoe. Jahn said that he has been talking to dealers pricing the new backhoe. Jahn has spoken to 3 dealers. Cat has a price of $146,000, John Deere has a price of $129,000 and Case has a price of $134,000. Fannin wants to see if the backhoe buckets that the township already has will work on a new hoe. Jahn would like to take the road crew to look at the new hoes. The county engineer road certification will be in Feb.

Cemetery-Wolfe reported 1 funeral since the last meeting and Murphy and Hudson have been leveling graves. The Trustees decided to keep the cost of headstone foundations at $0.50 sq.in.

OLD BUSINESS- Brill told the Trustees that he spoke to Attorney Pete Griggs about the proceeds from the sale of the park and 25 Harsh Alley and the proceeds are to go to the fund that has done the maintenance on the properties. Resolution 24-025; Jahn moved that the proceeds from the sale of the park go into the General Fund and the proceeds of the sale of 25 Harsh Alley go into the Fire Fund. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

The Pickaway Co. 911 commission has increased from 3 to 5 seats according to the Ohio Revised Code. 1 of these seats is to come from the Pickaway Co. Trustees and Fiscal Officers Association. Roger Cook, President of the association and Trustee from Walnut Twp. has volunteered to fill this position for 2024. Resolution 24-026; Jahn moved to have Roger Cook fill the open seat on the Pickaway Co. 911 commission for 2024. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Todd Hurley from Grove City IT spoke to the board about the new security system at the service center. Hurley spoke to the Trustees about the new camera and audio system for the meeting room and salt barn. Hurley gave the Trustees an updated price list of the cost of the new security system. Resolution 24-027; Jahn moved that the cost of the new security system not exceed $35,000.00 instead of the original $30,000.00. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

NEW BUSINESS- Resolution 24-028; Re-Allocation from 2023- $3700.00 from Salaries to Medical/Hospitalization in Fire. Motion by Jahn. Seconded by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-029; Approve PO and Payment to Julian and Grube for $4200.00. Motion by Jahn. Seconded by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-030; Jahn moved to go into Executive Session to discuss Employee Compensation. Fannin seconded the motion. Roll Call Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Jahn moved to go back into Regular session. Fannin seconded the motion. Vote; All Yes. Motion Carries.

Resolution 24-031; Fannin moved to give Murphy and Hudson a 2% pay increase over 2023, effective Jan. 1st 2024. Jahn seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-032; Jahn moved to give Chief Cline a 5% increase in pay over 2023, effective Jan. 1st,2024. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-033; Jahn moved to give Assistant Chief Bennett a 5% pay increase over 2023, effective Jan. 1st, 2024. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-034; Fannin moved that Cory Wasmus take the open seat on the Zoning Commission to finish out the term of Mike Roese. Jahn seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

The workshop for the 2024 Permanent Appropriations is Feb. 8th @ 5:00 P.M.

The Trustees et the hearing date for the re-zonings at the Graham Road Ravines subdivision and the Dunham lots on Gibson Rd. Thursday Feb. 8th @ 7:00 P.M.

With no other business to come before the board Wolfe moved to adjourn the meeting. Jahn seconded the motion. Vote; All yes. Meeting Adjourned.
