Special Meeting of the Scioto Township Trustees; Thursday February 22nd, @ 6:05 P.M. at the Scioto Township Service Center.

Purpose; Township Policies.

Trustees Present; Chair Jahn, Fannin, Wolfe.

Jahn moved to waive the review of the previous meeting minutes. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

The Trustees discussed Resolution 23-143, recording of meetings, Resolution 24-042; Jahn moved to rescind resolution 23-143 and to end recordings of both Regular and Special Meetings. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

The Trustees discussed the need for formal resolutions for both hiring and dismissal of employees. Pete Griggs suggested that the township do both, saying that the formal motion for dismissal prevents the employee from changing their minds. That some townships he represents will call a special meeting specifically for a dismissal resolution.

The Trustees discussed working hours for non-union employees. The non-union are currently not taking lunch breaks. Griggs suggested that the Policies and Procedures Handbook include the requirement for a lunch break for nothing else than for safety reasons giving the employees a break.

Brill asked the department heads for a quarterly report of paid time off hours for each of the employees signed by the department heads, he needs these for audit reasons.

The township public records commission comprising of the fiscal officer and the chair of the trustees (Brill and Jahn) will hold their yearly meeting March 7th, 2024 @ 6:00 P.M.

Wolfe will contact Clemmons Nelson to begin the process of updating the Policies and Procedures Handbook.

With no other business to come before the board Jahn moved to adjourn the special meeting. Wolfe seconded the motion. Vote; All Yes. Meeting Adjourned.
