Regular Meeting of the Scioto Township Trustees; Thursday April 4^th, 2024 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Jahn, Fannin, Wolfe.

Jahn led the Pledge of Allegiance.

Jahn moved to approve the minutes from the March 21^st Regular Meeting. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-abstain, Wolfe-yes. Motion Carries.

Bills since the last meeting $71,092.77. Receipts since the last meeting $996.52.

I certify there are sufficient funds to pay the bills.

Fannin moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion carries.

OPEN SESSION- Michael Sherron director of Pickaway Co. EMA presented the board with an emergency preparedness plan for the county. Sherron told the Trustees that he is currently looking for E.P. volunteers in every community in Pickaway Co. to be ready in the event of an emergency, to be in place until first responders arrive, and to assist them after they do. Sherron also told the board that he is currently looking for locations in every township to dispose of debris in the event of an emergency. This is part of a 5-year planning process required by FEMA.

Dave Black, a local farmer addressed the Trustees about water issues on his farm located at Beavers and Rush Rd’s. Black said that the increased water is coming from the west side of Beavers Rd. He thinks that the problem is being aggravated by new buildings on the west side of the road. Black also told the board that the property owner dug a ditch on their property to move the water east to the road. Fannin spoke about an old main tile located at the location and asked Schulz about permits for the new buildings. Schulz said that the property is zoned Ag. The Trustees will look at the property from the road when the water is down.

DEPARTMENT UPDATES; Fire- Assistant Chief Bennett reported that Fire Chief’s from Scioto, Harrison and Pickaway Township’s met to discuss run cards and dispatching. Bennett reported that several things need to be improved.

Bennett told the trustees that as of May 1^st the township is switching billing companies from Change Healthcare to Medicount. Prison contract runs will be billed by Medicount starting Jan. 1^st, 2024 due to the fact that Change Healthcare has not billed any prison runs this year. Bennett asked the Trustees for a Resolution for authority for the change. Resolution 24-066; Jahn moved to change EMS billing from Change Healthcare to Medicount as of May 1^st 2024. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion carries.

Bennett informed that the rescue boat had a small leak and was repaired, also, the boat crews will be high water run training in the Scioto River. The command vehicles have the graphics finished and are waiting on lighting. The duty crews will be attending training fires at the Ohio Fire Academy with Harrison Twp.

Zoning-Zoning Inspector Schulz reported that he has sent out 2 nuisance letters, 1 on Commercial Point Rd. and 1 on Walker Rd. Schulz also informed the board about a lot split within the same zoning district on 104, it is at the planning commission. Schulz told the Trustees that the referendum on Graham Rd. Ravines was not done and Tim McGinnis will have a stakeholder meeting with the people involved with the project before it can proceed.

Schulz had made corrections for the lot split within the same district application form for Trustee approval. Resolution 24-067; Jahn moved to approve the application for lot split within the same district form. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.  Fannin asked Schulz to follow up on complaints for the property with the Big Block Acres sign on the garage.

Roads- Road Supervisor Murphy reported that he and Hudson have been picking up litter along township roads, placing high water signs and repairing damage due to flooding roads. They have also installed 2 new Deer Crossing signs. The ditch project on McCord Rd. has been re-surveyed. Fannin told the board that he inspected the project after recent heavy rains and he is not in favor of filling in the ditch in front of Scott O’Neil’s property since it will push water onto the road. In the shop Murphy and Hudson have been cleaning equipment from winter, cleaning the shop, and doing general maintenance on the equipment. 

Cemetery-Murphy and Hudson have been leveling graves, replacing flags, and getting ready for the foundation pour. Fannin asked the board about hiring a part time cemetery worker for the summer.

OLD BUSINESS- The Trustees discussed the Policies and Procedures Manual and want to review it further before adopting any changes. 

The Trustees have not heard anything from the Prosecutors office or the appraiser on the remainder of the park property.

The Board of Zoning Appeals will be having a meeting in the near future for an organizational meeting so the records retention schedule can be finalized. Fannin asked about a joint meeting between the Zoning Commission, BZA and The Trustees. A date will be set up. The Board of Appeals needs an alternate member. Resolution 24-068; Jahn moved to appoint Mandy Wasmus as alternate to the Board of Zoning Appeals. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

NEW BUSINESS- The Trustees would like to have a meeting with the Village Administration of Commercial Point. Jahn said that he had a conversation with Mayor Goldhardt and he would like to meet with the village council. The Trustees will meet to discuss points of conversation before they meet with the village.

With no other business to come before the board Wolfe moved to adjourn. Jahn seconded the motion. Vote; All Yes. Meeting Adjourned.
